Roads? Where we're going, we don't need roads.
<wheel free vehicles here> They can probably go pretty fast flat out if there is no friction/road surface contact and a clear path straight ahead. That would be then a speed based on human reflexes to drive and steer, I would think.

There is a emphasis in Driving for wheeled vehicles, so I was assuming my bike was land only.

Hovercraft is an emphasis too. So the camel could hover I suppose.

Sorry if I missed it but how do you calculate Safe speed for the land vehicles? Speeder can refer to any type of craft, wheeled or otherwise. Hovercrafts tend to be more popular due to the fact that wheeled vehicles have a nasty habbit of going out of control at high speeds if they hit the tiniest bump. Hovercrafts don't tend to have that issue, although you still have to raise the repulsorlifts (to use Star Wars terminology) to effectively jump obstacles. As Shinwa points out, 'safe speed' is somewhat of a construct of a few things including speeder design, traffic around the speeder, road design, weather and driver skill. The hard cap of safe speed in most RPGs is in that context a little silly. A Sprint Car goes slower then an F1 Car, or even a Bugatti Veyron, but as it approaches its top speed its going to start having far more problems then either the other two cars will have at 200km/h. WITH ALL THAT SAID, under most circumstances Safe Speed is 1/2 a land vehicles max speed or 200km/h, which ever is smaller (This number was picked using the fastest speed limit in the world (140km/h) and rounding up for advances in technology.). After that drive rolls will kick in with steadily raising TNs. Obviously conditions you are driving in apply. If you try to go 100km/h in high density traffic on the World of Dreams during the pouring rain, with a broken hearted Moshi trying to hit you with Lightning you are going to have a bad time.

Depends. Your starting posts will give more details, but this is the basics for your own planning and curiousity.
Emerald Magistrate Plot: Each member of the party has received a letter bearing the Chop of the Emerald Champion, via their superior. The Letter asks for them by name, informs them they will be working under Shimazu Hirosue as part of a Emerald Magistrate investigation and that the Empire appreciates their discretion in this matter. Along with the letter is a second set of documents which will essentially allow you to enter orbit of Rokugan with the Badger Clan asking no questions, and the instructions to meet Hirosue on a small Satellite known as Shiro Hira that is in orbit of Rokugan at the oddly specific time of 9:23am, Toshi Ranbo time, 1 week after you received your letter.
Dragon Plot: The instructions on this plot were likewise vague...you were ordered to the Space Station known as Kitsuki's Eye and told you were to meet the Dragon Clan Champion for tea. While he is a well known meddler and this all could be some sort of plot of his to simply advance the Dragon position or simply to mess around with your minds....given the serious tone of the letter and the fact that his actions last Winter Court, and their implications implies that this likely has something to do with his belief that the "Emperor's wisdom has meaning we do not yet appreciate or understand, and is not actually a direct proclamation of the canceling of the Day of Thunder."
(AKA the Emperor is wrong, but it would be dishonourable and insulting to say that.)
The Inquisior plot: Unlike the other two plots, this one is not vague at all. Honoka is not a politician and is thinking about her duty and what needs to be done instead of the political ramifications of what she is saying. You have been summoned to aid the Inquisition in the defense of the Empire from a potentially major threat. Your mission is to confirm the existance of and locate the dangerous potential tear between Ningen-do and the Jealous realm and report back to Honoka so she can send Shugenja to deal with it. However, understanding that you may not believe her, she has asked to meet you all at the world of Chukan's Tomb to get further details.
Chukan's tomb is a small moon that orbits Oyo’s Final Rest and quite famously has an Artificial Ring system. This ring is composed of small asteroids stripped of kami, with artifacts hidden inside the ring. These artifacts, almost all from extinct alien races although some from Gaijin and one or two from insane Shugenja, are hidden due to the dangers associated with them, varying from "Requiring study, but hazardous," to, "Levels everything in 5km Radius but is seemingly indestructible" . While a small number of these artifacts maybe potentially linked to the kami, ALL of them have proven lethal without appropriate care. By placing them in the void of space, beyond the reach of most kami, its hoped that they will never activate and makes trying to steal one impossible.
No tainted artifacts are located in the ring.
The small city on the moons surface is supposed to be a place of rest and recovery for the Asako Inquisitors, although it also contains quite a large library, both of recorded history and a 3d tracker of every artifact, asteroid and dust grain the ring. Should somoene have permision to get an artifact it can be found quickly. And should someone try to steal one, the ring should make almost any stealth ship detectable due to distorting the ring delicate gravity balance.

Normally I would answer your questions, but as we approach the end of week one, I want your thoughts on something.
Now I earlier said I would divide each day into two halves... 1 RL week would be the morning, and the other the afternoon/evening.
Having seen the first week play out, I am more tempted to split the day into 3 parts, as I don't think quite enough has happened yet to claim, "Yes, totally, half a day has passed by now."
So instead I am considering splitting it into 1 week morning, 1 week midday and 1 week evening.
Thoughts?

If I understand what you are saying each timeslot (morning/midday/evening) will take one week irl?
If yes, then that's too long.
4-5 irl days should be enough for a in game day. If you are going for a battle heavy game, make that a week.
