Having an ishi focus on actual skirmishes is a weird choice, but it is a choice.
I would strongly advise you to avoid touch of the void. You need to be able to use your 5 void points and willpower 4 won't get you to beat TN 30 easily.
Regarding the Drink of your Essence spell, bear in mind that you will be casting it loud. Given that and the 30' range, it is not as good as it seems.
I would also add lore: elements, 5 ranks in defense and some ranks in reflexes. Shugenja cannot use armor, so their TN is just 5+ (ref x 2). They also cast from defense stance, so the defense skill is important. At r5, you get a nice mastery adding +3 at your TN. Right now you are TN 17 in defence, which is very low. High earth does help, but skirmishes are very lethal in l5r. Your TN allows your opponents to make a lot of raises which means more damage.
No air spell, means 2 spell slots for nothing.

Asking the opinion of someone you called "amateur" is really something Melissa...
In any case Death Priest Ishi, fluff wise is something possible. The various training options existing (mechanics wise) were already stated by other people all ready and I do not have something to contribute there. Iuchi Abodan can really be the sensei of that Majib dude. Still the problem remains that there are no real mechanics on somehow teaching that kid without getting the Phoenix involved (I am pretty sure that Hida Kozan was trained by the Phoenix, it's not stated in the wikia, and I do not have a reference, so I might be wrong). Abodan being an Iuchi gives him also access to Meishodo magic, so you might want to check that too. In my games I usually allow that to happen through advantages and disadvantages that give the PC better connection to the Void and thus allow him to train himself.It's slower and less efficient of course compared to being taught by the Phoenix. Having an Ishi as a sensei, as in your story, would also help, but the lack of access to spells still remains ultimately.
As long as this is your fiction I guess you would morph somehow something, still Ishi have insane power level, building it in a way that boosts kenjutsu defeats the purpose of being a shug in the first place in my view. Why would he bother with Scimitars? Looking cool while wielding is a perfect answer.
Commentary of posted Stats: The character stats provided are not a shugenja. What you post here is a bushi who for some reason has spells. His rings do not really help him function given the posted spell list I you reevaluate the rings. Since you want him with a Scimitar I would not give him Kenjutsu 5. I would give him Spellcraft 5 and have Katana of Fire or Tetsubo of Earth (modified to look like a Scimitar). I can't see why on earth he has non-school bugei skills and an Ishi without Lore:Elements... Bad idea, this guy can't even understand what is happening to him... I feel that he can do without Gaijin Gear and Allies in order to get a background that gives him a better connection with the Void or the Lords of Death. There are various backgrounds that can be used in this way. I would suggest Armor of Earth, or something resembling that, since he is going for melee role in combat. I don't think he needs Courage of the Seven Thunders and Purge the Taint. Also having both Embrace of Kenro-ji-jin and Hands of Clay is kinda of unneeded overkill. Keep on of them. Since he is working from melee not having Fires of Purity (debatably one of the best Fire Spells in game) seems like a loss and having only one water spell when you have 4 water spell slots seems again a loss

It's actually TN 15. Even lower. But I can't really change anything with the rings without changing a lot of other stuff in a big way.
Thanks for the feedback Jim. Maybe I should just start from the beginning... As I said, I'm still fairly new at this.

Mechanically, you should really pick up Rejuvenating Vapors (Water 2), or be ready to importune it almost daily. It restores Void spell slots, which would give your character another 5 spells per day!

It's mostly for fluff, but I had to go back to D20 Oriental Adventures to work out how Meishodo was done. Is that the only place where you can find it?

The Great Clans book has the current edition stuff on Meishodo and both the rules and fluff surrounding it....although the fluff is somewhat limited. Makes sense, given that its only used by one school.
Your looking for the Horiuchi Shugenja school section.

You know what, I think I was barking up the wrong tree all along. I needed a Horuichi, it makes more sense fluff and story wise. And it even fits with the Void part. He's still a Moto though
