Masako watches the interaction with calculated curiosity, judging the Nezumi based on his interaction with her daughter. Looking at both the Nezumi and the Shiba she finally said, "As far as I can tell we have two problems. The first is the attack, and I have a solution to this, I believe. As such lets deal with the second first."
Looking to Itsuki, the Hida said, "You lack both the authority and the reason to declare a Blood Feud on the Kuni family, and even if you did, it is not traditional Shiba or even Phoenix policy to commit Blood Feuds, from my understanding? Goes against the Pacifism beliefs, yes?" There was no hint of mocking in this, just a a desire to clarify facts, "And yet, Kiru is responcible for the feeling of Manvolence experienced by all Kuni that approach the ship, right?" This second question was directed at Kiru.
"Yet it is a requirement of the Crabs to allow ships to be tested to dock in our space stations. While a quick trader will go unnoticed for 20 minutes, especially at our less restricted space port, this is Kyuden Hida Prime...and Inferno's minions has proven incredibly effective at getting where they shouldn't be able to." There was a pause, as she considered the Nezumi's words, "Your issue is with the Kuni? Would you accept a Toritaka Shugenja take a look, just to prove the aura is nothing?"

Itsuki remains silent; Masako is correct, of course.
Kiru frowns. "No blood feud, Hida-Hida. Kiru's crew includes a mujina, Kakashi." He gestures with a nod at the hovering puppy, who quickly turns invisible upon receiving such attention. "Mujina imprisoned long ago by shtra'Kuni, so not welcome in Kiru's home. Simple. What is Toritaka? If not shtra'Kuni, Kiru sees no reason for Toritaka to inspect ship."

Masako was more blunt. The Nezumi lived in the Shadowlands in ages past. She knew little of them....but surely Kiru would know what she meant, "They hunt monsters that are not native to Jigoku. Hauntings, the Hungry Dead, beasts of slaughter, nightmares, and abominations to blasphemous to exist in the celestial order. If any shadow has fallen on your ship, they will know."
Unfortunately, Mujina was a term she was less familiar with, "I don't know what the Kuni have done to these Mujina in the past, but I assure you," She glared at the Kuni, some of whom had made a few eyes at the Shiba Inu dog that had not vanished, "The Toritaka are far more focused in their purpose. They will not harm him..." It was clear that the Hida had no idea what the puppy even was appart from a spirit, let alone what gender to address it as.
Moving on quickly, she continued, "Kiru, under most circumstances, when someone insults a Samurai, a the party claiming insult challenges the accused. The accused are not shot at random. Heaven looks on the duel and decides who is right. Normally a non-Samurai would have to have a champion, however Shiba-san is currently tied up in a duel. Still their are ways around this. If you challenge the Kuni who attacked your ship, he will give a time and nature of the conflict. Should heaven's decide in your favour....well its clear then that the Kuni was in the wrong to all."
She turns and looks at Anzu, her eyes burned with rage, "Sumai is the sport of the Winter Court, has been since ancient times. The heavens themselves are said to bless the Sumai ring for the team that wins, East or West, tells whether next year will bring a great harvest, or great turmoil. It needs not be said that a drinking contest holds none of the same legitimacy, in the eyes of the Empire, and especially the Phoenix. Should Kiru choose to challenge you, I hope you keep these facts in mind, Kuni-san."

Kiru takes a moment to think on all that has been said. "All Toritaka are welcome aboard The Warren. M'thack-kir declares all Toritaka friend."
He then glares with quiet anger at Anzu. "M'thack-kir does not need others to know M'thack-kir is right. It is part of Name, plain to see. Shtra'Kuni should be grateful Kiru did not choose to slay shtra'Kuni. M'thack-kir's destiny is far brighter than the shtra'Kuni, so winning this challenge will be simple. And lethal for shtra'Kuni."
Itsuki, thinking it impossible to blanch even more than he has, proves himself wrong. "Senchou...are you requesting the challenge be to the death? Isn't your mission too important to risk that?"
Kiru doesn't respond, instead defiantly staring Anzu down.

Tetsuko looked from her mother, to Kiru, to Kitsuki and back again. This day just kept getting worse.
She looked at her fiancé Kaiu Kirito, hoping he had a better idea.

Masako hesitates for a moment, seeing her plans to appease the Nezumi and the Phoenix come undone. If this Nezumi died, the political repercussions between the Crab and the Phoenix would be unimaginable, "Nezumi-san, I ask you to reconsider. The Crab avoid fights to the death, due to the greater darkness that exists. Surely being stuck with The Damned or some other punishment is enough, his life and soul given to protect against the Darkness. I must ask you don't deprive the empire of a soldier who would otherwise stand againest the Oni."
She paused, waiting to see if she will have to convince the Nezumi more, but Anzu spoke first, still only half standing, "I accept your challenge Nezumi-san."
Everyone stared. This...this wasn't how it went. He didn't even ask for a Champion. Anzu took a breath against the pain and continued, "A Kuni does what no one else can.....a Kuni seeks to understand no matter what.....but most of all.....a true Kuni accepts a reckoning will come.....for their actions." He stands up and bows, his hand not leaving the wound from the shot "If death is the only price for the knowledge.....I gave the Crab.....then it is a cheap price. A duel....Sumai...2 days from now so I can be a worthy foe." He nods at Kiru, "Is this acceptable?"

Kiru looks like he is going to consider Masako's request, but then looks at Anzu for the first time since he shot the Kuni (but he didn't shoot the deputy!), listening carefully.
He nods and bows. "For record, Standing Courage Hammer Tribe did not gain any knowledge by shtra'Kuni's actions. Waste of a life. Maybe will consider just asking Nezumi in future. Not a secret. Ship cannot be tainted because ship shares portion of M'thack-kir's Name. Soul."
Believing that explains the entirety of the situation adequately, Kiru bows to Masako, then turns and boards his ship, Kakashi following right behind him.
...Itsuki remains awkwardly where he is for now.

Masako rubs her forehead. This is not how any of this was supposed to go. She was quite sure she was going to hear from at least one Diamyo about this and she had no idea how the Phoenix were going to react.
In any case, surely the Nezumi can't actually win. Its a mess and will have repercussions, far to many to count, but better then a true diplomatic incident had it played out any other way.
Turning to Itsuki as she clears her mind, she asked, "Given that Kiru is not a Samurai, and yet you have made no clear objections to the duel, I can presume the Phoenix will not object, no matter the outcome?" A slight pause, "As for your own personal duel, might I inquire to the cause of the challenge being issued Shiba-san?"
