The Minor Clan Alliance has one Katana Class vessel that is mostly funded by the Tortoise (and in my timeline Silkworm) Koku. The are essentially the richest Minor Clan.
However I should clarify what I mean by Carrier I think. Most times you think carrier you think fighter carrier, and this is true. But the Tortoise, as your own posts show, tend to favor being low key, low tech and half falling appart. And this hasn't EXACTLY changed.
The carriers of the Tortoise are cargo haulers, specifically your space equivalent of Supertankers that have been specifically modified to carry ships should the situation call for it. This works well for the Tortoise for multiple reasons.
1) When not on conflict it can be used to transport trade goods, and the nations they trade with are less suspicious if they show up carrying such an insane amount of trade goods. Money makes aliens as blind as it did Gaijin.
2) A single huge shipment is far harder to trace (In terms of casts of Opening the Way) then dozens of ships coming and going, allowing the Tortoise to keep their dealings more secret.
3)It means its far easier to organize the various smaller freighters and fighters of the normal Tortoise Clan Buke, and the similar armies of the other minor Clans should the need require. If they are all in a Carrier when the minor Clans unite in a fight, they won't deploy scattered or disorganized, but as a uniform wave.
4) When transporting goods that need protecting, its impossible to tell which carrier contains the goods, and which contains the forces.
Most of the Great Clans have an organized military....the Minor Clans can't really manage that. But this gives them SOMETHING.
Now I have thought quite a bit of the over your language question and here is my answer to it.
The two major trade races, and almost all the original human gaijin, count as the 1 point advantage.
Nezumi is technically also 1 point if you provide me with a very good reason. Its common enough and humans are capable of reproducing the sounds but their is a stigma with talking in such squeaks and the like, and the concepts that work with the Language, especially realating to time are hard to get a grip on. Otherwise its 3.
All other Ancient races (Orge, Naga, the 5 Ancient races) the Jigoku aligned Aliens, and Yodatai count as 3. The first group because our mouths don't really work that way, the second because being culturally raised up as servants of Jigoku means their minds work very VERY differently from anything Samurai have tried to speak with...and why would you want to anyway, and the Yodatai language because its dead.
And dead languages are harder to speak fluently as you can only converse with a fellow scholar.
As for the Second Question...
The fighter is largely supposed to be a personal craft, the Unicorn developing them to make exploration more efficient. Its common because its mass produced by the Unicorn, and the Unicorn do that because basically no one but them can ppreform the right ceromonies and riturals to appease the kami in the Nemuranai that allows you to Open the Way without a Shugenja.
Meaning that most clans can't use them againest the Unicorn.
The problem you face is that most ships need a crew of two...specifically they need a Shugenja to "Open the Way." Thats part of the reason I made the freighter so expensive...if you take into account the Shugenja servant that you potentially get with it, 5 points is a really good deal.
However let me think on it. You are Tortoise after all....and the Silkworm are part of the Minor Clan alliance, so they are more willing to deal with you.
Of course the 1 man craft can be modified for 2, but you are a Tortoise, so I fairly sure "Cramped 2 man craft" is not what you are aiming for. You more desire "Tiny smuggling vessel," right?
